The Julian calendar’s extra day every fourth year was eleven minutes a year too generous, and by the sixteenth century the seasons had drifted ten days out of position. The Gregorian reform of 1582 kept the leap day but withheld it from century years not divisible by four hundred, so 1700, 1800 and 1900 went without one, 2000 had one, and 2100 will not.
Britain held out until 1752, when Wednesday September 2nd was followed by Thursday September 14th and the tax year was shunted to the awkward date it still occupies. Sweden made a worse job of it, abandoning a half-finished switch by adding a second leap day in 1712 and giving the world its only recorded February 30th.
About one person in 1,461 is born on the day, and in England and Wales a leapling generally reaches a given age on March 1st in ordinary years. Gilbert and Sullivan built a plot on it: Frederic, the leap-day apprentice in The Pirates of Penzance, is bound to the pirates until his twenty-first birthday, and works out that he is not free until 1940.
The tradition that women may propose on the day is credited to a Scottish statute of 1288 that no contemporary source records. Ann Lee, who founded the Shakers, was born on the day in Manchester in 1736; so was Rossini, the composer of operas including The Barber of Seville, in 1792, who reached seventy-six on eighteen birthdays of his own.
